As Senior Director and a licensed attorney in the State of New York, Jill oversees our U.S. import and export projects. She reviews her clients’ business models and practices to determine risk then provides solutions for risk management, compliance, and penalty mitigation. She has expertise in DDTC registration, export license application, export license management, and extraterritorial controls for foreign companies of products and services covered under the EAR, ITAR, and Sanctions regulations. Jill also assists companies in complying with U.S. nuclear export controls for nuclear materials handling equipment, nuclear materials, technology, and hardware and technology associated with nuclear plants and facilities.

On what sets her apart: "I practice in imports, exports, and sanctions regulations, which is different from other practitioners, who usually focus in just one of those areas. I have both theoretical and detailed operational knowledge in these areas, so I can advise my clients at both a high-level as well as for specific situations for their entire supply chain. I have also worked on the other side of the table in private industry, including as in-house compliance manager for a corporation, a logistics manager for an aerospace manufacturer, and in enforcement in the chief counsel's office at CBP."

On what makes the biggest difference in a client relationship: "Solid, pragmatic guidance that sets realistic expectations. My goal is to provide proactive regulatory guidance before small problems become systemic issues that further compound risk."

Work of note: "My favorite case study involves a current client in the electronics industry. The engagement has been long and ongoing, but it started small. We were initially engaged to support a small 301 duty recovery opportunity for one business unit. That proved successful, so the client enrolled other business units for 301 duty recovery. Then they started to ask for advice on other trade regulatory issues and compliance requirements. The virtuous circle continues to widen. As we learn more and more about their company and practices we can provide even more valuable advice."

Personal passions: "I take a keen interest in foreign policy and current events. I am fascinated by how small changes in DC or abroad can snowball into huge impacts locally. I also read extensively, mostly biographies, history, and historical fiction."
